The 2026 U.S. FDD describes a Member-run hotel, not a centrally operated corporate unit: the Member controls the Property's day-to-day management, while Best Western International, Inc. controls the System standards, reservation gateway, required technology interfaces, approved-input rules, marketing approvals and quality assurance across seven current Membership Brands.

Operating model in one view

After opening, demand enters through Best Western's reservation, loyalty and approved marketing channels. An on-premises General Manager and hotel staff execute the stay using required systems and brand standards. The Member sets property room rates and runs local operations, but cannot substitute its own reservation engine, ignore controlled supplier categories, or opt out of required quality and technology rules.

What does a Best Western System Hotel actually sell?

The core transaction is a guest-room stay under one of seven Membership Brands, with the Property also delivering the brand-specific amenities and permitted food, beverage or related hotel services required by the Regulatory Documents.

Item 16 does not restrict which customers may buy goods or services. Markets vary by Membership Brand: Best Western is midscale, Best Western Plus upper-midscale, Best Western Premier upscale, GLō upper-midscale boutique, and Aiden upper-midscale/upscale boutique. @Home by Best Western and Executive Residency by Best Western are extended-stay formats.

The operating cycle is reservation-led: Best Western and the Member generate demand, the booking must enter the approved reservation service, the Property team fulfills the stay, and required technology plus quality-assurance processes return operational data and compliance signals to the System.

Owner role and responsibilities

Who actually runs the hotel after opening?

The Member must retain direct management control at all times. Six Membership Brands permit either a Member-employed General Manager or an approved management company; Aiden requires the approved-management-company path for ongoing operation.

For Best Western, Best Western Plus, Best Western Premier, Executive Residency by Best Western, @Home by Best Western and GLō, the General Manager must be full-time, dedicated and on premises, whether employed by the Member or by an approved management company. Aiden requires an approved management company whose employee serves as General Manager. The FDD does not describe this as absentee ownership.

Suppliers and technology

Which operating inputs and systems are mandatory?

Best Western controls selected inputs through specifications, approved suppliers and required technology. Outside those categories, the Member may generally buy elsewhere if the product or service meets the Regulatory Documents.

Required technology chain

AutoClerk Atlas PMS: the current System PMS requirement for new System Hotels; a property with a PMS waiver still must obtain the GMS.

Guest Management System: includes pre-registration, guest messaging, digital compendium, dynamic upsells and mobile check-out.

BWI Two-Way: Best Western is the only approved supplier/licensor of the connection between the PMS and Best Western's hotel software.

Computer System: required hardware/software differs by Property type; Best Western may require updates and has independent access to information generated or stored in it.

Controlled physical and service inputs

Designated/approved suppliers: include specified signage, linens, terry products, bath amenities and ICare items.

Revenue-management inputs: the FDD requires an approved rate-shopping service and rate-optimization software subscription program.

Supplier substitution: a Member can request approval of another supplier, but Best Western can inspect, test, approve, reject or later revoke approval.

Sustainability: all Members must obtain and maintain Green Key Global certification under the current sustainability program.

Control versus discretion

What does Best Western control, and what remains with the Member?

Best Western controls the booking gateway, Standards, selected sourcing, quality assurance and technology requirements. The Member retains management execution, staffing, property room-rate setting, compliant local purchasing and day-to-day hotel decisions inside those rules.

The Property may accept reservations only through the approved reservation service, not its own hotel website, booking engine, extranet or channel manager.

Operating standards

Regulatory Documents can change required products, service levels, specifications, supplier categories and hotel operating rules.

Quality and data

Best Western administers periodic QA inspections/audits and can independently access Computer System information.

Marketing approval

The Member funds and executes local/regional marketing, but previously unapproved materials require advance approval.

The Member's Bill of Rights expressly gives each Member the right to set its own property room rates.

Item 16 says Best Western does not restrict the customers to whom the Member may sell goods or services.

Territory limit

A Membership Agreement licenses one specified Site and does not grant a blanket exclusive territory. A Qualified Hotel can receive Member Market Area protection against certain System Hotel openings, with base radii of 0.25 miles in Primary Markets, 1.25 miles in Secondary Markets and 3 miles in Tertiary Markets. Brand-category rules and Impact Analysis rights materially qualify that protection, and Best Western may still solicit or accept reservations from customers inside the MMA.

At the end of 2025, Item 20 classified 1,748 outlets as Licensed and 2 as Company Owned, for 1,750 total outlets; the operating system is therefore overwhelmingly executed by licensed hotel operators rather than company-owned units.

The ownership mix is operationally distinctive. Item 1 says the licensor itself has never operated a System Hotel; the two Company Owned outlets are owned or majority-owned through subsidiaries and operated by third-party management companies.

Buyer verification

Which operating questions still need property-specific verification?

The FDD defines the control framework but not a universal staffing headcount, shift schedule or property-level financial performance. The selected Membership Brand and Property therefore require specific operating verification before the staffing plan is finalized.

  • ✓Membership Brand and format: confirm which of the seven current Membership Brands applies and which Computer System configuration, amenity package and design rules attach to that Property.
  • ✓MMA status: confirm whether the Property will qualify as a Qualified Hotel, which brand Category applies, and whether its MMA or Impact Analysis rights are materially limited by nearby System Hotels.
  • ✓PMS status: determine whether AutoClerk Atlas is mandatory for the specific Property or an existing PMS waiver applies; the 2026 FDD still requires the GMS for a waived Property.
  • ✓Management path: for Aiden, identify the approved management company; for the other six brands, determine whether the General Manager will be the Member's employee or an approved management company's employee.
  • ✓Staffing and performance: the FDD identifies operating roles but not a standard employee count or shift model, and Item 19 makes no financial performance representation for Member-owned outlets.

What is the practical operating takeaway?

Best Western's central revenue mechanism is guest-room stays and permitted hotel services sold through a brand-controlled reservation network. The Member's primary responsibility is direct Property management; the strongest dependency is Best Western's control of Standards, reservation access, technology and selected suppliers. Aiden's mandatory management-company requirement is the sharpest format distinction; the largest undisclosed question is the Property-specific staffing model.
