Operating model

How does a Tommy's Express Car Wash franchise operate after opening?

A Tommy's Express franchise is a fixed-site, automated tunnel car wash in which the franchisee operates one approved location, staffs it under a trained Onsite Manager, sells only Approved Products and Services, and runs required Tommy's equipment, point-of-sale, membership, supplier, reporting, marketing, and quality-control systems.

Direct operating answer

The customer promise is created by a controlled physical and digital flow: a guest selects a wash or TommyClub plan, enters through a pay or app lane, is loaded onto the conveyor, receives the configured automated wash and dry, may use self-service interior amenities, and leaves a transaction record that feeds location reporting and franchisor oversight.

Data basis: legal franchisor Tommy's Express LLC; U.S. Franchise Disclosure Document issued April 14, 2026; five configurations; Items 1, 6, 8, 11, 12, 15, 16, 19 and 20 plus the Franchise Agreement, Development Agreement and Franchise Operations Manual table of contents. Item 20 reports through December 31, 2025. Official pages checked August 8, 2026. No franchise-controlled public 2026 FDD was verified; FDD references are unlinked.

Offering and demand

What does the unit sell, and who buys it?

The core sale is automated exterior vehicle washing and drying, supported by interior vacuums, mat washers, detail kits and other approved items. Demand comes from individual drivers plus business and professional vehicle users, with transactions handled through the physical location and the franchisor-controlled TommyClub digital channel.

Item 1 defines a Tommy's Business around car cleaning, waxing, polishing and detailing using proprietary products. The official services page lists four exterior wash packages plus vacuums, mat washers and detail kits. The Franchise Agreement limits the unit to Approved Products and Services and requires accepted payment paths including cash, cards, gift cards, coupons and TommyClub.

Current consumer terms distinguish Personal, Fleet and Business, and Professional Accounts, including Unlimited and PayPerWash paths. The fleet program uses license-plate recognition and centralized billing.

Evidence: 2026 FDD, Item 1, pp. 11-12; Item 16, pp. 55-56; Franchise Agreement §§1.1, 8.11.

How do the five configurations differ operationally?

They share the same franchised System, but the FDD prices and describes five physical configurations. The principal verified difference is tunnel configuration and site footprint; the FDD does not disclose separate customer classes or a different contractual staffing model for the 90-, 110- and 130-foot versions.

Configuration Verified physical distinction Operating-model point
World Model 62' Approximately 62-foot compact tunnel. Affiliate-operated prototype; availability depends on current standards and site.
90' tunnel Standard tunnel length option. No separate staffing path disclosed.
110' tunnel Standard tunnel length option. Common supplier and management requirements.
130' tunnel Typical franchise tunnel length anticipated by the FDD. Standard-model configuration.
Flex Model Approximately 130 feet with a larger site footprint. May include supplemental tunnels for interior cleaning where feasible.

Owner role and staffing

Who actually runs the location?

The franchisee can directly supervise the Tommy's Business or employ a manager, but the unit must always have on-premises supervision by a fully trained Onsite Manager. The franchisee hires, compensates and trains unit employees and remains responsible for operating the location to System standards.

Item 15 permits a manager-run structure but does not establish absentee ownership. If the franchisee is not the manager, the owner still completes abbreviated training; Franchise Agreement §6.1 requires the approved Onsite Manager to devote full-time attention to active management and hold day-to-day authority.

Staffing evidence

The public franchise technology and support page describes 12 full-time team members. The 2026 Franchise Agreement instead requires sufficient trained employees and allows Tommy's to specify minimum Onsite Manager, assistant-manager or key-personnel staffing; 12 is therefore not the contractual floor.

Evidence: 2026 FDD, Item 15, pp. 54-55; Franchise Agreement §§6.1, 6.4, 8.9.

Inputs and technology

Which suppliers and systems are mandatory?

Supplier dependence is concentrated in VQ, Inc. dba Tommy Car Wash Systems (TCWS), an affiliate under parent Tommy Enterprises, Inc. TCWS is the sole approved supplier for the proprietary equipment package, vacuum/vending system and point-of-sale system, and the FDD also requires specified consumables, retail items, parts and replacement equipment to be purchased from TCWS.

Item 8 estimates required sources at about 60% of operating purchases. Unapproved products or suppliers need written approval, which Tommy's may revoke. Item 11 requires designated or approved hardware and software that interface with Tommy's systems; Tommy's has independent access to sales-based data and may require technology changes. The official franchise site identifies license-plate recognition, point-of-sale programs, dashboard/manager apps and a retail app.

Evidence: 2026 FDD, Item 1, pp. 9-10; Item 8, pp. 36-37; Item 11, p. 48; Franchise Agreement §§3.4, 7.1, 8.7.

Control boundary

What does Tommy's control, and what remains with the franchisee?

Tommy's controls the operating envelope: approved products and suppliers, equipment specifications, System methods, hours, required records, marketing standards, Online Presence and quality checks. The franchisee controls local employment decisions and day-to-day execution inside that envelope, while remaining responsible for maintenance, local compliance and the unit's performance.

Franchisor-controlled or approval-based

  • Approved products, services, suppliers, equipment and technology.
  • Hours, operating methods, duty instructions and checklists.
  • Local advertising approval and the Online Presence.
  • Remote video access, inspections, audits and mystery shopping.

Franchisee responsibility within standards

  • Employ the manager, subject to training and approval.
  • Hire, schedule, compensate and manage the workforce.
  • Maintain the building, equipment and operating condition.
  • Execute approved local marketing and daily service/reporting routines.

Franchisor control

Item 11 permits Tommy's to revise the Franchise Operations Manual, and Franchise Agreement §8.2 requires compliance with changed standards. Tommy's may also provide pricing guidance and, where lawful, set maximum prices.

Evidence: 2026 FDD, Item 11, pp. 42, 45, 48-49; Item 16, pp. 55-56; Franchise Agreement §§5.1, 5.5, 7.1, 8.2, 8.12-8.13.

Territory and demand channels

How do territory and marketing channels work?

Each Franchise Agreement covers one approved location and, after that location is approved, a designated radius-based Territory. Tommy's agrees not to establish another Tommy's Business in that Territory while the franchisee is compliant, but the FDD expressly says the Territory is not exclusive and does not assign customers to one operator.

Customers may use any Tommy's Business, including through the mobile app. Tommy's controls website, app and social presence and may accept activity originating inside a franchisee's Territory; a franchisee may provide Approved Products and Services only from its approved location and needs written approval for a separate Tommy's Online Presence.

Tommy's administers the Brand Development Fund and national/regional programs, while the franchisee generally spends at least 2% of Gross Sales monthly on approved local marketing. Social, SMS, direct email and third-party digital advertising using Tommy's marks require consent. The official U.S. franchise page describes national/regional campaigns and continuing education.

Evidence: 2026 FDD, Item 11, pp. 43-45; Item 12, pp. 49-50; Franchise Agreement §§1.2-1.5, 5.1, 5.3, 5.5.

System footprint

What does Item 20 show about the operating footprint?

At December 31, 2025, Item 20 reported 260 systemwide Tommy's Express outlets: 244 franchised and 16 affiliate-owned outlets classified as company-owned. Because the franchised table includes one outlet in Canada and one in France, the corresponding U.S. operating footprint is 258 outlets: 242 franchised and 16 affiliate-owned.

U.S. Tommy's Express outlet composition

Derived from Item 20 year-end 2025 counts; excludes the one Canadian and one French franchised outlet.

258 U.S. outlets 12/31/2025
Franchised outlets · 93.8% 242
Affiliate-owned, classified company-owned · 6.2% 16

Interpretation: the U.S. branded network was overwhelmingly franchise-operated; the FDD's “company-owned” category was affiliate-owned rather than directly owned by Tommy's Express LLC.

Source: 2026 FDD, Item 20, Table 1 p. 68, Table 3 pp. 69-73, Table 4 pp. 73-74. Reconciliation: 244 franchised − 1 Canada − 1 France = 242 U.S.; 242 + 16 affiliate-owned = 258; shares = 93.8% and 6.2%.

Item 20 signal

Systemwide outlet count rose from 216 at year-end 2024 to 260 at year-end 2025. Item 20 does not establish staffing load, throughput or local demand at any individual franchise location.

Buyer verification

Which operating questions remain site-specific or undisclosed?

The 2026 FDD establishes the control structure but leaves operating details to the Franchise Operations Manual, supplier specifications, the approved site and future written standards. Those items should be verified for the exact configuration and Territory under review rather than inferred from public marketing pages.

  • Staffing minimum: obtain current Onsite Manager, assistant-manager and key-personnel requirements for the specific configuration.
  • Technology stack: identify current POS, LPR, dashboard, camera, telecom, cybersecurity, data-access and upgrade requirements.
  • Supplier list: verify TCWS sole-source categories, approved alternatives and the exception-request process.
  • Territory exhibit: confirm the radius and treatment of nearby existing, planned and affiliate-operated Tommy's Businesses.
  • Format scope: for World Model or Flex, confirm availability and any required site-specific interior-cleaning equipment.

Evidence: 2026 FDD, Items 8, 11, 12, 15 and 16; Franchise Operations Manual TOC §§5-17.

Synthesis

What is the operating model in one view?

Tommy's Express converts vehicle traffic and recurring TommyClub use into approved wash transactions at a controlled site. The franchisee's central job is to staff, maintain and execute the wash under a trained Onsite Manager; the strongest dependencies are Tommy's System standards, TCWS supply, required technology/data access and franchisor-controlled digital channels.

The key format distinction is physical: five configurations range from compact World Model through 90-, 110- and 130-foot tunnels to Flex, while contractual service, supplier and management controls remain common. The largest operating question not fixed in the FDD is the current site-specific staffing and standards package Tommy's will require for the exact configuration and Territory.
