What does the Salon sell, and who buys it?
The Salon sells approved haircare services and retail products to “guests,” with no Franchise Agreement restriction on whom it may serve. Customers include men, women and children receiving in-Salon services or buying professional and home-use haircare products.
Full-service haircare
The minimum menu includes cuts, shampoos, styles, perms and color. The official Fantastic Sams service menu describes consultation-led haircut, color, styling, treatment, texture and waxing; extensions are limited to participating locations.
FS Branded Products
The Salon must sell Fantastic Sams branded shampoos, conditioners and related products, carry recommended inventory and use designated or approved products during services. The official haircare products page describes the line for professional and home use.
Approved additions and pricing
Additional services require written consent. FSFC may approve or remove offerings and, where lawful, set maximum or minimum prices. Service availability, starting prices, booking and promotions vary by independently owned Salon.
The consumer FAQ says FS Haircare products can be purchased online, but franchisees lack an unrestricted e-commerce channel. They cannot independently sell approved products online, by catalog, at wholesale or away from the Salon without FSFC’s written consent.

Who performs each function, and can the Salon be manager-run?
Manager-run operation is permitted, but the model is not contractually passive. The franchisee retains management control, and either the owner or a full-time Designated Salon Manager must devote full time and best efforts to the Salon.
The owner need not perform haircare services or cover every shift. An approved owner and the Designated Salon Manager complete initial training; a replacement manager is due within 30 days of a vacancy. Hiring, compensation, schedules, discipline and workplace compliance remain with the franchisee.

Which suppliers and technology are mandatory?
FSFC controls recurring inputs through approved products, distributors, equipment specifications and the Technology System. The FDD estimates that about 85% of continuing purchases or leases must use approved suppliers or satisfy FSFC specifications.
FSFC may revoke suppliers, limit brands, require a single source, review alternatives and discontinue products. It reported no direct product-sale revenue in fiscal 2025, but did report commissions or vendor revenue from designated vendors and distributors.

What does FSFC control, and what remains with the franchisee?
FSFC controls the branded operating envelope; the franchisee controls the local employer and daily execution. Suppliers, payment vendors, landlords and licensing authorities add external dependencies.

How protected is the market, and who controls customer channels?
Each Salon receives a limited Protected Area, usually a one-half-mile radius, not an exclusive territory. It blocks another Fantastic Sams location inside the radius, but not advertising to or drawing guests from it.
FSFC reserves internet and other dissimilar channels inside and outside the Protected Area, may sell similar offerings under other marks, and permits a Dessange Salon inside the area. A three-Salon Multi-Unit Development Agreement gives a nonexclusive Development Area and schedule.
Demand comes from the National Advertising Fund, any Regional Advertising Fund and local marketing. NAF supports media, websites, search, social, email, apps, loyalty and gift cards. FSFC controls RAF activity and must approve nonstandard local advertising.
The franchisee executes local marketing but does not define the branded message. The Fantastic Sams digital terms distinguish independently owned Salons from FSFC-operated Digital Services; a corporate website or app can serve a franchised location without making FSFC the local operator.

What does Item 20 reveal about the operating network?
Item 20 shows a fully franchised U.S. network, no company-owned Salons and a declining year-end count in 2023–2025. It combines direct FSFC franchises and legacy Subfranchisor outlets.
In 2025, 11 openings, 22 terminations, seven non-renewals and 10 other cessations moved the system from 512 to 484 franchised Salons. Item 20 also reports 28 ownership transfers, which do not themselves reduce outlet count.
