How does an Avis franchise operate after opening?
An Avis Franchise is an independently owned rental-car operation that owns its fleet, serves renters through the Avis Network, and processes rental Transactions through mandatory Wizard technology. What does the Avis Franchise sell, and who buys it?
The Avis Franchise rents automobiles without drivers to the general public for 180 days or less under the Avis Proprietary Marks. Loss Damage Waiver is a currently required related product; Avis may authorize or require other directly related products and services, such as refueling, child seats, navigation devices and specified optional insurance. Unauthorized Avis-branded offerings are prohibited.
Demand includes leisure and business renters plus National Accounts governed by Corporate Rate Program terms. Who performs each operating function?
Owner personal participation is not required, although Avis strongly urges it. The franchise must maintain at least one full-time General Manager who completes Avis instruction and devotes full time during normal business hours to management, operation and development. An on-premises supervisor must also complete Avis training. The FDD does not prescribe employee headcount or staffing ratios.

The FDD does not support calling the franchise “absentee” or “semi-absentee.” The exact rule is that personal owner participation is optional while a trained full-time General Manager and trained on-premises supervisor are mandatory. Which systems, suppliers and assets are mandatory?
Wizard is the central technology dependency. Item 8 identifies Avis Budget Car Rental, LLC as the only supplier of reservation and rental-system services to Avis franchisees. All automobiles and Transactions must be entered in the system; the franchisee must keep information accurate, use approved connectivity/equipment and maintain required backup capability. Avis and its designees receive broad access to Wizard and other unit computer data.
Avis may designate or approve suppliers and revoke approval. Where a source restriction applies, a franchisee may propose an alternative but must obtain approval. The FDD reports no franchisee purchasing cooperative. Payment-card security, data integrity and breach response also sit with the licensee even though ABCR controls the central Wizard environment.

What does Avis control, and what remains with the franchisee?
The franchisee owns local operating assets and employs the local team, but Avis controls substantial parts of the branded method through the Standards, Manual, National Account programs, approved offerings and mandatory technology. The practical operating split is shown below.

The Avis License Agreement also prescribes a standard chart of accounts, monthly System Fee Report and control reports by the tenth day, at least five years of accounting records, and annual financial statements within 120 days after fiscal year-end. When a franchisee is not in default, the agreement generally limits Avis inspections or audits to two per calendar year with five days’ notice.

How do Territory and channel rules affect the unit?
The FDD expressly says the franchisee does not receive an exclusive territory. Avis assigns a geographic Territory, typically described by political boundaries or a radius and usually covering at least 25,000 people. Subject to compliance, Avis says it will not establish or grant another Avis Franchise in that Territory, but National Programs, other brands, solicitation and other contractual carve-outs remain.
The franchisee may not operate a Location outside the Territory or use alternative distribution channels for sales, and generally may not pick up a customer residing outside the Territory without written authorization. The Inter-City Program separately allows authorized Network movement for one-way rentals and non-owned vehicles, so local operating rights and Network fleet movement are distinct.

What does Item 20 show about the Avis operating footprint?
At December 31, 2025, Item 20 reports 189 franchised outlets and 1,823 company-owned outlets, or 2,012 total systemwide outlets in Table 1. The mutually exclusive ending counts support a composition chart and show that the Avis Network is predominantly company-owned by outlet count.
Interpretation: franchisees operate inside a predominantly company-owned outlet network, increasing the operational importance of common Wizard, National Account, Inter-City and Standards rules.
