TOTAL:

A Stanley Steemer franchise is a territory-based, vehicle-led cleaning and restoration operation. The franchisee converts locally generated and centrally routed inquiries into scheduled on-site work, then fulfills each job with trained personnel, approved chemistry, proprietary cleaning equipment, required technology, and operating standards set by Stanley Steemer International, Inc.

Operating model in one statement

The franchisee controls local staffing, ordinary pricing, schedules, capacity, and daily execution, while Stanley Steemer controls the authorized Service Categories, Brand Standards, proprietary Stanley Steemer Cleaning Platforms, approved supply chain, national inquiry routing, mandatory technology, data access, and the conditions that preserve exclusivity inside the Franchised Area.

Offering and demand

What does a Stanley Steemer franchise sell, and who buys it?

The unit sells on-site cleaning, mitigation, restoration, and related services primarily to residential customers and, to a lesser extent, commercial accounts. Revenue is created by completed service appointments, projects, approved product sales, and—where elected—work under Strategic Account contracts.

Required core offer

Every franchisee must keep Carpet Cleaning, Upholstery Cleaning, and Tile & Grout Cleaning active. Exhibit A may assign more mandatory Service Categories; protection continues only while each category meets training, equipment, marketing, and Brand Standards.

Additional service paths

The Stanley Steemer System can include air-duct cleaning, water mitigation and restoration, emergency response, hard-surface care, protective treatments, and other approved work. Reconstruction Services and flooring work are classified separately as Related Business.

Customer and account types

Residential households book individual appointments. Commercial customers can request projects or recurring maintenance through the official commercial cleaning channel. Multi-territory work may enter through the voluntary Strategic Account Program.

The franchisee must also offer Stanley Steemer Professional Carpet & Upholstery Spot Remover and Stanley Steemer Odor Out. The official cleaning-services menu shows customer-facing categories; the FDD and Exhibit A control the authorized offer.

Demand is fed by local advertising, the National Advertising Fund, media-area cooperatives, required listings, the Public Website, 1-800-STEEMER, and Strategic Accounts. The franchisee must devote at least 10% of Gross Sales to qualifying advertising; national and cooperative contributions count toward that requirement.

Customer-to-service cycle

How does work move from inquiry to completed service?

A service cycle starts with a location-qualified inquiry, passes through local or contact-center intake, becomes a scheduled and dispatched job, is fulfilled by trained personnel using approved assets, and ends with payment, customer follow-up, data reconciliation, and royalty reporting.

Actors and accountability

Who performs each operating function?

The franchisee is the operator and employer. Stanley Steemer sets the system, supplies proprietary inputs, administers technology and advertising, and audits compliance; approved vendors support defined functions without taking over local accountability.

Franchisee

Hires and supervises personnel; sets ordinary prices and schedules; maintains assets; executes local advertising and service delivery; secures local systems; keeps records; and handles customer issues.

Stanley Steemer

Defines Service Categories and Brand Standards; supplies Cleaning Platforms; approves vendors; and administers the Public Website, 1-800-STEEMER, Proprietary Software, national advertising, Strategic Accounts, inspections, and audits. Ongoing support includes Manuals, training, advertising materials, reporting tools, help-desk access, spare parts, and consultation.

Third parties

Approved vendors provide vehicles, supplies, and technology. The National Customer Contact Center can handle inquiries by election, and Strategic Account customers may impose account-specific service, certification, reporting, and billing requirements.

Owner participation

The model can be manager-run, but the FDD does not call it absentee. An entity must appoint a trained, available Designated Principal—normally a 20% owner—with compliance authority. A trained general manager may run direct operations, while owners and managers retain full-time and best-efforts obligations.

At least one technician per Service Category must hold current certification. Stanley Steemer does not set headcount, wages, shifts, or schedules; its official careers page identifies franchise owners as independent employers.

Mandatory operating inputs

Which suppliers, vehicles, and technology systems are required?

The franchisee buys and maintains local assets, but Stanley Steemer determines which Cleaning Platforms, Service Vehicles, suppliers, specifications, Required Components, and data connections qualify for use throughout the franchise term.

Proprietary supply layer

Stanley Steemer is the sole source for Stanley Steemer Cleaning Platforms, accessories, replacement parts, Stanley Steemer Professional Carpet & Upholstery Spot Remover, and Stanley Steemer Odor Out.

Approved-supplier layer

Service Vehicles require pre-acquisition approval. Other chemistry, equipment, signs, uniforms, hardware, and supplies must come from approved suppliers. Stanley Steemer may test items, revoke approval, and require replacement.

Technology and reporting layer

Required Components include the Public Website, 1-800-STEEMER, and core CRM and royalty reporting. Proprietary Software includes Powermagic, Fusion, Nimbus, and Nimbus X; Steemer On-Demand delivers Manuals and updates.

Supplier and technology dependency

Item 8 estimates that about 90% of operating products and equipment come from Stanley Steemer or approved sources. The Technology Systems Access Agreement permits changes to Required Components, mandatory upgrades, defined access to operational records, and reporting audits.

A third-party alternative to an Elective Component must remain standalone; any Integrated Technology Systems connection requires written consent. The franchisee remains responsible for hardware, connectivity, credentials, endpoint security, privacy compliance, and configuration.

Evidence2026 FDD, Items 8 and 11; Technology Systems Access Agreement, Sections 4–12. See the official floor-cleaning page for its equipment description.

Control boundary

What does the franchisor control, and what remains a franchisee decision?

Stanley Steemer controls the branded system elements and required outcomes; the franchisee controls local business judgment within those boundaries. The dividing line is clearest in services, people, pricing, technology, marketing, and territory.

Operating area Stanley Steemer requirement Franchisee decision
Services Sets Service Categories and prescribes equipment, chemistry, methods, and outcomes. Plans capacity and execution but cannot add unapproved services or stop an assigned Active Service Category.
People Requires trained management, category certification, uniforms, and Brand Standards. Chooses employees, headcount, wages, shifts, supervision, and task assignment.
Pricing Negotiates Strategic Account pricing; other recommendations are advisory. Sets general prices and may reject system recommendations.
Technology Designates Required Components, transmissions, security, upgrades, and audit access. Configures timeslots, capacity, workflow, and standalone tools within system rules.
Marketing Controls Brand Standards, national fund strategy, cooperatives, digital presence, and listings. Selects qualifying local media within advertising and approval rules.
Territory Defines the Franchised Area, category rights, routing, and Authorized Provider exceptions. Develops local demand, selects premises, and allocates local resources.

The Manuals separate mandatory Brand Standards from elective guidance. Stanley Steemer may revise required specifications, while employment and daily methods remain local. The official website terms also distinguish franchise locations from company-owned branches.

Evidence2026 FDD, Items 8, 11, 12, 15, and 16; Franchise Agreement, Article III; Technology Systems Access Agreement, Sections 5–10.

Territory mechanics

How protected is the Franchised Area?

The Franchised Area is exclusive for each assigned Service Category only while that category remains Active. It is not a blanket right over every customer, product, account, channel, or service sold under or around the Stanley Steemer name.

Stanley Steemer generally will not place another Stanley Steemer Business in the Franchised Area for an Active Service Category. The franchisee may not solicit or serve outside the area without consent. A lawful home office or commercial facility may be used; these are premises choices, not separate franchise formats.

Territory limit

Exclusivity narrows when a Service Category becomes inactive, an Authorized Provider is appointed, a Strategic Account is declined, or Exhibit A excludes a category. Stanley Steemer also reserves uncompensated e-commerce, retail, catalog, and wholesale product rights; those rights do not automatically extend to competing on-site services.

Routing is not absolute: Stanley Steemer may change routing rules and redirect affected category inquiries during an Authorized Provider period. The official location finder shows the location-based entry point.

Evidence2026 FDD, Item 12, pp. 41–45; Franchise Agreement, Article I.A–B and Article V.E.

System footprint

What does Item 20 show about the operating network?

At December 31, 2025, the U.S. Stanley Steemer network was predominantly franchised, with 210 franchised outlets and 54 company-owned outlets. The system therefore combines independent local operators with a material company-owned branch network.

2025 U.S. outlet composition

Exact year-end counts; 264 total outlets

264 TOTAL OUTLETS
210 · 79.5% Franchised outlets
54 · 20.5% Company-owned outlets

The franchised count ended 2025 unchanged at 210, while the company-owned count declined from 57 to 54; the network total moved from 267 to 264.

Source and reconciliation2026 FDD, Item 20, Table 1, p. 71. Calculation: 210 + 54 = 264; 210 ÷ 264 = 79.5%; 54 ÷ 264 = 20.5%; percentages reconcile to 100.0% after rounding.

2024 210 57
2025 210 54
Document-level diligence

Which operating questions must be verified for a specific territory?

System-level documents describe the architecture, but a buyer’s operating model depends on Exhibit A, current Manuals, local conditions, and account or technology addenda. Together, these sources define the territory-specific operating baseline.

Service Category grantList assigned, Essential, and Excluded Service Categories.
Territory boundariesConfirm boundaries, cross-territory permissions, and existing Authorized Providers.
Certified capacityMatch categories to trained managers, technicians, equipment, and insurance.
Inquiry handlingChoose local staff or the National Customer Contact Center for routed calls.

Public operating referenceThe official franchise page describes the mixed network; the FDD and agreements control territory, Service Categories, suppliers, and technology.

Final synthesis

How does the Stanley Steemer operating model fit together?

The model converts residential and commercial inquiries into appointments or contracted projects fulfilled by a franchisee-managed workforce. The franchisee’s central responsibility is trained capacity for every Active Service Category. Stanley Steemer controls Cleaning Platforms, approved inputs, Required Components, routing, and data. Franchised Area exclusivity is conditional by category. The unresolved question is the mix of categories, exceptions, assets, and Strategic Account obligations in Exhibit A and the Manuals.
