Central operating mechanism

The franchisee controls the hotel entity, property workforce, room inventory, local execution, and guest service. Choice controls the QUALITY Marks, Rules and Regulations, reservation and loyalty infrastructure, required technology, supplier specifications, marketing approvals, system data access, and quality enforcement. Offering and demand

What does the franchisee sell, and who buys it?

The core transaction is a paid guestroom stay, accompanied by the amenities and services required for the selected QUALITY format. Demand includes transient travelers, loyalty members, local accounts, corporate and global-sales accounts, groups, tour and travel business, travel-agent bookings, and online-travel-agency reservations.

Quality Inn is the standard midscale format, typically with at least 80 rooms and the QUALITY amenities defined by Choice. The official Quality Inn guest page currently presents free hot breakfast, free Wi-Fi, in-room coffee and tea, and room features as the consumer promise. The franchisee must deliver that promise at the approved site; independent concept substitutions are not permitted.

Work follows a reservation-to-reporting cycle. Choice and third-party channels transmit demand; hotel managers and staff control inventory and execute the stay; choiceADVANTAGE records the transaction; Choice receives operating data and applies quality controls.

Owner role and staffing

Must the owner personally run the Quality Inn?

No. Item 15 does not require or recommend the franchisee’s personal participation in direct hotel operations. It does require a certified General Manager, and each new or replacement General Manager must be certified. The disclosure permits a manager-run structure but does not label the model “absentee.”

Owner participation

At least one managerial hotel staff member must complete Hospitality Operations Success Training (HOST), be present on the hotel premises, and keep certification current through ChoiceU. The franchisee remains the sole employer and is responsible for hiring, scheduling, supervision, employment decisions, and adequate employee training; Choice states that it does not provide hiring assistance.

The disclosed functions include General Manager, assistant manager, front-office management, front desk, housekeeping, maintenance, sales, and—where the format requires them—restaurant, meeting, breakfast, or reception functions. The disclosure does not prescribe headcount, shifts, wages, or labor ratios. Those decisions remain with the franchisee, subject to law, brand service requirements, property size, and the need to maintain certified management coverage.

Which systems and suppliers are mandatory?

The operating stack is not optional at its core. The franchisee must use Choice’s property-management and reservation environment, specified connectivity and security, approved payment integration, required revenue-management software, and Qualified Vendors for defined brand-standard inputs.

Choice’s Procurement Services Department maintains the Qualified Vendor list. Choice Mark-bearing signs and bath amenities, bedding, computer hardware, FF&E, and other specified brand-standard items must be purchased through Qualified Vendors. Other products may be sourced elsewhere when they meet brand standards and the Rules and Regulations do not require a designated source. Choice can approve, limit, reclassify, or remove vendors and may receive commissions, rebates, and appointment fees from them.

The franchisee may recommend a new vendor, but Choice controls qualification. Participation in a Group Purchasing Organization may be mandated by brand standards or initiatives, while ChoiceBuys provides the electronic catalog and cooperative-buying framework. This creates a clear operational boundary: the franchisee orders, pays for, receives, stores, and uses inputs; Choice defines specifications and approved supply paths.

What does Choice control, and what remains with the franchisee?

Choice controls the licensed system and compliance framework; the franchisee controls and funds the property’s day-to-day execution. Distribution platforms and Qualified Vendors perform defined functions but do not replace the franchisee’s responsibility for the guest stay.

Territory limit

The franchise grant is for a specific site and is generally non-exclusive. Choice may grant a temporary preferred region or exclusive territory, but it determines the boundaries and may terminate protection after default. The hotel may solicit reservations from any location; Choice, affiliates, and other franchisees may use approved internet and other Alternative Distribution Channels.

The franchisee may create local marketing, negotiate local accounts, and choose employment and many service-execution decisions, but advertising using Choice Marks must meet brand standards and normally requires approval through ChoiceNow. The hotel must honor quoted rates and required loyalty, discount, gift-card, and promotional programs. What does Item 20 show about the current QUALITY system?

Item 20 reports a completely franchised U.S. QUALITY population and a lower year-end outlet count in 2025. The figures combine all five QUALITY marks, so they should not be read as a Quality Inn-only count or as evidence of any individual hotel’s performance.

Buyer verification

Which operating questions remain property-specific?

The disclosure defines system obligations but not the exact staffing plan, local demand mix, vendor availability, property condition, department hours, or manager coverage for a particular hotel. Those items must be verified for the proposed site and selected QUALITY format.

  • Which QUALITY mark is in the Franchise Agreement, and which breakfast, suite, restaurant, meeting, reception, or resort standards apply?
  • Does the Franchise Agreement grant any preferred region or exclusive territory, for how long, and what defaults terminate it?
  • Which Qualified Vendors are exclusive, designated, preferred, or optional in the current Rules and Regulations and ChoiceBuys catalog?
  • Which current technology interfaces, hardware-refresh requirements, cybersecurity controls, payment devices, and ResConnect settings apply to the hotel?
  • What General Manager, HOST-certified coverage, front-desk, housekeeping, maintenance, sales, and food-and-beverage staffing is required by the property’s size and service mix?
  • What unresolved quality-assurance findings, guest-satisfaction trends, renovation obligations, reservation suspensions, or Hotel Data issues attach to an existing conversion or transfer?
Operating-model synthesis. Quality Inn converts room inventory and required amenities into completed guest stays through Choice reservation, distribution, Choice Privileges, and property-management infrastructure. The franchisee’s central responsibility is consistent local execution by trained management and employees. Choice’s strongest dependency is its control of the Rules and Regulations, technology stack, data access, Qualified Vendors, marketing use, and quality remedies. The most important distinction is the selected QUALITY format and site-specific territory language. The largest undisclosed question is the property-level labor and department plan needed to meet current brand standards.
