This is not disclosed as an absentee or manager-run format. The principal Operator must be an Owner, engage full time in direct operation, and cannot substitute employees or independent contractors for that personal obligation.
Who performs the work, and which resources are mandatory?
The Operator performs routing, selling, delivery, collections, inventory management, warranty intake and reporting. Cornwell supplies products, systems, standards and field support. Third parties may provide leasing, card processing, broadband and financing, but cannot replace the Operator.
The required operating asset stack
The mobile store is the business location; the FDD says no real-estate lease is normally required. Cornwell must approve the truck or van, and the Dealer must use Cornwell-supplied Hardware on the truck.
Vehicle and merchandising

Complete information is due at least weekly and is transmitted automatically to Cornwell. The Dealer remains responsible for antivirus and endpoint protection, security updates, PCI-compliant handling, annual processor attestation, breach notification and connectivity upgrades. Cornwell provides IBN maintenance and updates and may revise technology standards. The official IBN application page identifies Cornwell Quality Tools as publisher.
Cornwell has system access and can mandate Hardware, software updates, security practices and replacement standards. The franchisee pays for the connection, printer, data plans, installation and future upgrades needed to remain compatible.
How protected is the Territory, and where may the Dealer sell?
The Territory is mapped but non-exclusive. Cornwell's policy assigns one Dealer to an area with at least 350 potential customers, while the agreement permits stop exceptions, direct channels and future competing distribution. The Operator must use full-time best efforts to serve it.
By mutual agreement, specified stops may be excluded from the Territory and served by another Dealer, or assigned to the Dealer from outside the mapped area. Direct solicitation outside the Territory is not prohibited, although Cornwell strongly discourages it and may decline Tech-Credit financing for out-of-Territory customers. Use of Cornwell trademarks for internet sales is limited to customers located within the assigned Territory.
Cornwell currently does not accept ordinary customer orders inside the Territory but reserves catalog, telemarketing and other direct channels. Vocational-technical school sales are an exception and generate an open-account credit for the local Dealer. What does Item 20 show about the operating network?
The 2026 FDD reports an entirely franchised U.S. network. Ending Dealership count slipped in 2023 and 2024, then rose in 2025. Because openings and exits were both substantial, the net total does not establish route continuity in any one market.
